My understanding is that this will not happen if all of your packages (including libgsl are from conda-forge. This works for thousands of users. My suspicion is unchanged since 3 years ago---I suspect you are mixing packages from within and without conda-forge or other sources (e.g., MacPorts, HomeBrew). One way to get it right is to create a conda environment for just NCO:
conda create -n nco -c conda-forge nco
conda activate nco
