wrfda同化背景误差协方差be.dat

制作背景误差协方差be.dat,我用4.1.1版本wrfda和4.5版本wrfda,cv5和cv7,不同的日期都试了,都是在ps_u第一步就停了,报stage gen_be_diags failed with error 24这个错误Thu May 29 12:54:28 CST 2025 Start
