My expert colleagues have provided the following information:
"...the ground heat flux is not archived because it is not necessary as the surface energy budget in the model is closed. To find the flux that goes into the surface just add all the atmospheric energy components at the surface. In MARS codes this reads
Ground heat flux = SSR+STR+SSHF+SLHF
where
SSR : surface net solar radiation
STR: surface net thermal radiation
SSHF: surface sensible heat flux
SLHF: surface latent heat flux (from evaporation, dew depostion or sublimation)
This follows the ECMWF sign convention for fluxes: downward is positive (which is different from standard literature on the surface energy balance).
