注册用户无法在ucar 上下载necp资料

之前注册过，也下载过资料，但现在登录后在ucar 上下载necp资料不成。总是显示如下：Authorization RequiredYou must be a registered data user and be signed in to access this information. To gain access, please sign in at the top of the page or register as a new user. Once your registration is activated, you will be able to sign in and then you will be able to access this information. (If there are additional qualifications to meet, you will be informed about what they are and you will need to meet those additional qualifications.)
什么原因呢？也不知道该如何处理。求指点
