旋转角度之后位置不对，XShift&YShift参数的意义？

在地图上添加一个Graphic ，旋转角度之后位置不对，XShift&YShift调整值不起作用。
代码：
            PointShape pShape = new PointShape();
            PointD pPoint = new PointD(fLon, fLat);
            pShape.Point = pPoint;
            LabelBreak pLegend = new LabelBreak();
            Font font = new Font("宋体", size, FontStyle.Bold);
            pLegend.Font = font;
            pLegend.Color = color;
            pLegend.Text = "H";
            pLegend.Angle = 0;
            pLegend.AlignType = AlignType.Center;
            pLegend.XShift = 1000;
            pLegend.YShift = 1000;
            Graphic pGraphic = new Graphic(pShape, pLegend);
            mapViewMain.GraphicCollection.Add(pGraphic);
            mapViewMain.PaintLayers();

0度

90度

180度

270度

以上分别是在济南市的位置添加Graphic 的0，90，180，270度的截图。想以济南市为中心旋转应该怎么办？
另外           pLegend.XShift = 1000;
            pLegend.YShift = 1000;参数好象没有效果？

是软件的一个bug，已经更正了最新文件（见置顶帖子）。这种情况XShift和YShift是无效的。
