运行WRFDA中的obsproc.exe出错，请教大神

在运行WRFDA的官网测试例子中，
在运行 “运行obsproc.exe。将生成obs_gts_YYYY-MM-DD_HH:NN:SS.3DVAR形式的文件”这一步时出现以下问题，
