编译prep_chem_src

我用的是1.3版本，hdf库、netcdf库、icc、ifort路径如下：
NETCDF=/nuist/p/data/app/netcdf/4.3.0/intel/15.0.3/

NETCDF_INC=-I$(NETCDF)/include
NETCDF_LIBS=-L$(NETCDF)/lib -lnetcdf -lnetcdff
